Use the office tied to the record rather than sending one request to every agency:

The sheriff does not publish a separate records email, general web request form, or local fee schedule. Ask for electronic delivery if available, request a cost estimate, and identify the record by type, date range, location, incident or booking number, and only the names needed to find it. Missouri Sunshine Law supplies the written-request fallback for sheriff or city records.
